Investigated the Standardized Public Revenue Management in Hangyuan Imperial Mansion

On the morning of May 30th, a team led by Ying Baiping, the director and Party secretary of Zhejiang Provincial Department of Housing and Urban-Rural Development, Wang Jin, the head and Party secretary of Hangzhou Housing Security and Management Bureau, and Ding Shanyan, the director and secretary of Hangzhou Property Service and Maintenance Fund Management Center, visited the Hangyuan Imperial Manion in Datongqiao Community, Wangjiang Subdistrict, Shangcheng District. Accompanied by Zhou Luobin, the deputy mayor of Shangcheng District, Zhao Peng, the head of Shangcheng Housing and Urban-Rural Development Bureau, and Tang Zuhui, the deputy director of Wangjiang Subdistrict Office, the team was received by Yu Zhongxiang and Yuan Haibin, the Chairman and the Vice President of Binjiang Property, and conducted a special investigation on the standardized management of public revenue of the residential quarter.

The team led by Ying first listened to the performance report from the proprietors’ conference and the proprietors committee of Hangyuan Imperial Mansion and their introduction to the financial management status. Later, they consulted and learned the situation of the residential quarter’s public assets and funds, the input of relevant information into systems, the construction and implementation of various systems such as financial system, accounting system, audit system, and public disclosure system, and the management of public revenue and expenditure.

Ying highly recognized the existing public revenue management mode of Hangyuan Imperial Mansion and asked the Community, the property management team, and the proprietors committee to continue to follow the leadership of Party construction and pay collaborative efforts to scientifically plan the use of funds and strategically plan for the continuous fundraising for maintenance in the middle and later stages, jointly promoting the construction of a beautiful residential quarter.

Since the delivery of Hangyuan Imperial Mansion in October 2022, the proprietors committee and the Binjiang Property have demonstrated a high level of standardization, integrity, and synergy in the management and services of the residential quarter, earning unanimous recognition from the leaders of the investigation team.

Some leaders praised that the members of the proprietors committee have actively fulfilled their duties in an impartial manner and maintained the accounts transparent, earning full recognition from all proprietors. The proprietors committee, which serves as a bridge between proprietors and property management staff to promptly reflect the proprietors’ demands, and the property management company, which emphasizes service quality, management level, and innovation awareness, accept the guidance of the Community and the Subdistrict Office to achieve tripartite synergy and create a favorable situation of co-government, co-construction, and shared benefits of the residential quarter.
